Persons guilty of crime who have taken refuge in sacred places are to be removed and placed in a safe prison whence after trial they are either to be punished or remanded to the ecclesiastical jurisdiction or freed. This procedure having succeeded in Europe is to be observed in the (Spanish) West Indies. This regulation is to prevent desecration of churches and further crimes by the accused who have taken refuge, as well as to speed justice. Cases in the Royal Audience of Guatemala, at Mexico (City) and Guadalajara have occasioned this decree. Thirteen articles regulating the transference of accused persons from the ecclesiastical to the secular jurisdiction are given. By order of the King (Charles III).
