These regulations for the observance of Lent are those of Bishop (John Carroll) of Baltimore. The general regulations are written by (Levadoux ?). The footnotes giving the exceptions are in the handwriting of (Richard) and allow the use of eggs, milk products and oil or fats. Dispensations must be obtained each year from Baltimore. (Richard) lists a brief account of his travels from March 21 from Prairie de Rocher and Kaskaskia to March 27 at Cape Giradeau, (Missouri). (Photostats and other transcriptions are filed with the original).

Memorial against father Bernardo de Deva He has been sacristan at Attacapas for two years and nine months. One day Father Bernardo de Deva entered the store of ( ) Lusel where Modena was and with threatening language and gestures accused him of being responsible for the theft of his (De Deva's) horse. Another time when Modena was in the church De Deva accused him of so arranging that Marcela had been violated by Jose Coleta. Note: He says that having played (dice) with Manuel de Prados in the presence of Feliz Lopez he lost five oxen, a cow with her calf and fourteen pesos, which he paid on the spot and before Father De Deva. Note: One evening an official named Don Domingo (______) came to the house of De Deva and proposed a game (of dice). Modena won from him fifty pairs of shoes valued at two pesos a pair. That night through trickery and in the presence of Fathers De Deva and Pedro Zamora the official got the note for the shoes and tore it up. For these reasons Modena asks justice.

On this day Bishop Cirilo of Barcelona declared that as the fire of Mar. 21, 1788 destroyed baptismal records which would have been saved had they been in a closet in the sacristy; in the future the baptismal records are to be kept in such a closet and are not to be removed from the sacristy without express permission of the bishop. The parish priest and his assistants are to be informed by the notary of this regulation.
Individual entries show that Quinones informed the following priests on that same day: Fathers Xerez, Delgado, Luis Guignes, (O.M.Cap.) and Olot.
In the sacristy of the parish church of St. Louis in the city of New Orleans and in the presence of the undersigned the books of marriages, deaths, and baptisms and dated from 1720 to 1790 were placed in a closet and locked with key, the assistants of the parish remaining in charge of them.

He asks Cirilo to give his opinion concerning their usefulness and to mention some one to whom the necessary faculties could be granted in case he (Cirilo) does not care to exercise them himself.

He has received two letters from Sedella enumerating articles which have been sent to him, and the prices. He is thankful for this kindness as also for the unsuccessful attempt to collect the debt owed by (Antonio) Blanc. He assures Sedella that the non- payment of this debt has been the cause of great damage to the mission of Baia (Bahia del Espiritu Santo) since the Father minister has had to borrow money in order to feed and clothe the neophytes. He urges Sedella to continue his exertion in behalf of the debt and if still unsuccessful to appeal to the governor (Estevan) Miro. He asks to know what has become of the paper money of Jan. 1790 which he believes was the time when (______) Dapremot paid Sedella 700 pesos in order to make the account of that which Blanc has allowed in silver. He is very sorry that Sedella did not receive the cow tongues which he sent.

He mentions his letter of Feb. (18) but fearing that it may have been delayed he again lists the articles which he has received. He thanks him for his efforts to recover the debt owed by (Antonio) Blanc and urges him to continue them because of the great injury being done to the mission of Bahia del Espiritu Santo. Since Oct. 1788 the minister of that mission has had nothing save the small amount sent by Sedella with (______) Fonteno(u). He also asks for the balance in paper money of what he owes for the goods sent to him. It seems to Gamarra that in Jan. 1789 Sedella received 700 pesos from (______) Dapremot which were then changed to silver so that they must have been allowed to Blanc. He asks information about this so that he may tell the above mentioned minister at La Bahia. He also asks that by the bearer of this letter which bearer Gaspar Fiel has sent from Nachitoz (Natchitoches, Louisiana) Sedella would send him the goods which he mentions. He is sending a little ? and six buffalo tongues which he hopes will not suffer the fate of the skins. P.S. Regards to Andres (Lopez) Armesto, and Jose Ortega and Ant(oni)o Ximenes from Gamarra and his father companion.

to Senor Don Francisco Grevemberg, ensign of the infantry and militia of Attacapas and provisional commandant of the same post.

This is to answer a memorial by Hilaire Boutte which was written in answer to Deva's petition concerning the intents of the decree obtained by Lorenzo Diepa against the said Boutte. Before Boutte goes to Apelusas (Opelousas) he ought to give bond that he has goods to cover the debts mentioned in the above decree. Boutte has written in his libel that he has paid 971 pesos and one real; that is a lie. Deva has received from him only a note for 24 pesos from Manuel (de) Prados and another from (______) Ducrest neither due for some time and without formality. Still less effective are the notes of ( ) Felipe and ( ) L'abbe. Boutte has probably forgotten about other money matters as also his consent to retire one of the notes in the hands of (
) Monsante. For many years Boutte has been engaged in underhand work. He now seeks to impede justice in Grevemberg's court and to cast a cloud about Deva in order to escape from his just attack. Deva now asks that Boutte pay his debts and restore for the damage done by his non-payment so far of the debt owed to Diepa; if he cannot pay let him be put in prison. He has decided to accept the parish of St. Louis; it is incomparably better than the one he has left, (Kaskaskia, Illinois) where he received the wage of a slave, no Masses and the people were ungrateful. His pension is barely sufficient for the upkeep of a horse, a cow, and a slave. He has recommended his case to the bishop (Cirilo Sieni of Barcelona). He now asks Sedella to use his good influence in his favor or if the bishop is not at home to approach the government. The villages of Illinois could be cared for from St. Louis which is a much better place to live in. The state of religion is so bad that there are few Masses of devotion and for the most part none for the dead. If (Sedella) has more Masses than he needs Le Dru could relieve him of some of the obligations.

He has received Sedella's letter and the wax. He is sending his partner Pedro Piernas 150 pesos for a box of books to be sent for by the tobacco ships sailing to Cadiz. The good news about his daughter Adriana is a source of happiness. The last ships from (New Orleans) bring news that Pensacola will be visited in May by Cirilo (Sieni of Barcelona, bp. of Tricali), Colonel (Estevan Miro) to bring the letters which he has in the (New Orleans) mail because Juan Lozada, who is commissioned for Pensacola says he has written twice feigning reception of and accounting for letters that were sent to him from (New Orleans). Therefore he asks Sedella to call for and send the letters. He also sends letters to be mailed; only the one to Mrs. Margarita Madrid needs to have postage paid; he sends these letters and the postage with Miguel Dapena, who will also turn over money for nine Masses given by Vega's company for deceased members. Regards to Joseph de Ortega. P.S. He has decided to enclose the letter to Mrs. Madrid in that of Santos de Bustamente, which is the one which will need the postage paid.

Father Sedella, ex-lecturer of Theology, Commissary of the Holy Office and priest in charge of the church (of St. Louis) in New Orleans says that he acted as manager of the fabrique of said church from March 21, 1788 to the end of December, 1789 because of the resignation of Mr. Antonio Ramis and because another capable person could not be found. On the grounds that some French families establish a colony on the River Scioto (Ohio), the Sacred Congregation has been petitioned to grant to Father (Peter Joseph) Didier, a Benedictine of St. Maur, faculties for this settlement. The Congregation grants the faculties, if Didier is approved by the Archbishop of Paris for three years, and if the settlement is not in land under the jurisdiction of the Archbishop of Baltimore and are only used with the permission of that bishop. These faculties have been approved for seven years by the Pope. Congregation granting the faculties, dated Apr. 28, 1790, and signed by Cardinal Antonelli and S. Carpeyna as Secretary. A few days after the fire (of March 21, 1788), Father Antonio de Sadella, O.M.Cap., at that time vicar and ecclesiastical judge, asked that some of the inhabitants be allowed to build little houses or cabins in the garden of the presbytery till the city should be rebuilt. Miro granted this permission. Then the banks having failed, the fabrique asked to charge a moderate rent in order that divine services might go on. But those who do not care to pay the rent can easily put their wooden house on wheels and move. The steward of the fabrique (Antonio Ramis) has asked that permission be given to build more decent houses from which sufficient rent may be obtained to support divine worship. Moro adds his pleas to that of the steward. A note dates June 28, 1791, by Andres Lopez de Armesto, declares this to be a faithful copy.

In New Orleans on this day, Father Joachim de Portillo, missionary apostolic and vicar ecclesiastical judge of Louisiana for Philip J(ose)ph de Trespalacios,Bishop of Havana, said: that when he arrived at New Orleans, he presented his credentials to (Estevan Miro), governor and intendant of Louisiana, and to Cirilo (Sieni) of Barcelona (titular) bishop of Tricali and auxiliary of Havana; three days after this presentation the credentials were not restored to him nor was he put in possession of the vicarship; then he sent an official letter to Cirilo and receiving no response, sent a second and a third which was returned; but that two hours later came an answer that the contention was settled. The ecclesiastics of the city were then summoned to appear at half past three in the presence of Quinones, the notary.
