Hassett has received a letter from Father Patrick Lonergan (O.F.M.) written from Avoyel(l)es on October 20, 1802 in which he advised that he had taken charge of the parish Our Lady of Carmel in the settlements along the Red River in compliance with Hassett's order. Yesterday Lonergan came to this city without permission to absent himself from his parish and on being reprimanded for this said that there had been some annoyances in the place to which he was appointed and that he had never taken charge of the vestments, sacred vessels, etc. This is contrary to Chapter 4 of the Instructions of Dec. 21, 1795 which warns against pastors leaving their districts without written permission especially in remote districts where there is only one priest since this would leave the dying without the sacraments, (and it was done) solely with the object of avoiding inconveniences. Hassett cannot overlook such conduct, independence, disrespect, and lack of zeal. He orders that Lonergan be notified by Father Sebastian Gily [Gili] to immediately set out for Our Lady of Carmel parish with a suspension of faculties for confessions, for Mass, and preaching until he reaches his parish. Gili signs as notary and notifies Lonergan who signs a statement that he is ready to leave immediately for his appointment and asks only that (Hassett) give him a written order sometime for supplies which he needs.

In yesterday's letter Salcedo and Casa Calvo informed Hassett that the Superior of the Ursulines and 15 nuns had presented a petition. Hassett replied that he could do no less than approve the lively desires of these religious to live and die under the auspices of their Catholic monarch and beloved king; but at the same time Hassett is obliged to observe that good and sound though those desires may be, they would be faulty in their execution even if they are directed by prudence. Hassett believes that at present the Ursulines are of utmost value for the public so that if the considerable advantages of zeal and application which the (nuns) bring to the education of youth are lost, the public will lose its right to arm. Those who are thus dedicated should in the present circumstances redouble their zeal and application. The Ursulines take a solemn vow to educate youth and those here have fulfilled it with benefit and edification. The public deserves the right to keep these benefits, since the incoming French governor has solemnly promised to protect them. The law is that no religious community can establish itself without the permission of the sovereign, nor, once established, disband, transfer, or divide without the proper requisites with the consent of the Supreme Pontiff or his delegate unless for grave cause and with the permission of the ruler as happened in the Spanish portion of Santo Domingo. In the present circumstances, Hassett sees no grave cause. Moreover, they have neither house nor establishment assigned to them where they are going. It seems to Hassett that the meaning of the king is to leave the Ursulines intact in the parish where they are established as conforming to the civil and canonical laws in this matter. However Salcedo and Casa Calvo being better informed about the disposition and ordering of the transfer of this colony to France may act as it seems best to them, with the assurance of Hassett's ready acceptance.

The answer to the above letter made Hassett decide to take this step immediately fearing the fatal consequences of an injury to the complainant without first holding Pepe, the Catalonian with whom his wife is living.

Cap., former pastor of St. Gabriel of Iberville, to one of the assistanceships of the Cathedral of St. Louis, Iberville is left without a priest. Desiring to provide for it, Hassett sent a letter on the 18th to the Governor and Vice Royal Patron to place there Father John Maguire, Pastor of Ascension at La Fourche de Chetimachas. Having obtained consent in an answer of the 20th, Hassett sent the license to Maguire. Quintanar having been appointed some years ago to one of the assistanceships at the Cathedral, a vacancy was left at Iberville, and so Hassett appointed Maguire. But since Maguire could not care for both places, the people of Iberville asked for a parish of their own and those of La Fourche complained of the deficiency when he had to attend the other. So Hassett believed it would be best to transfer the pastor of La Fourche to Iberville and fill the vacancy with Boutin, a priest of good character and with Hassett's full confidence, who has satisfactorily accomplished the mission Hassett gave him to accompany the Ursulines who went to Havana. Hassett asks Salcedo's consent.

In regard to the order for candles for the cathedral from Havana amounting to 500 weight and two bells, Morales had taken 2400 pesos from the church money and placed it in the royal treasury of the province in order to get a bill of exchange on the navy treasury in Havana but finding that there were no funds there the draft was returned. He has asked the administration to return the money or to give him a bill of exchange on the army treasury of Havana which they refused to do. So now because of his signature, he is indebted in that city for the candles and bells. He hopes that Hassett with the consent of the governor will authorize another sum of the same amount to pay this debt in Havana and the paper can be retired as they collect money. Since he has had no answer to his letter to Hassett, Morales, because of the rumors of war current in the maritime insurance house in Havana, has suspended the order for the bells.

Bodreau, caretaker of this parish has served for 10 or 11 years to the satisfaction of the people and the pastors up to now. He has a large family and this is his living. The pastor, Father (Paul de) St. Pierre, less than a year ago bought a slave from North America. This impertinent creature enjoys the favor of her master who defends her in all her nonsense. This negress reported to her master that the caretaker had complained to her that the pastor treated his wife with too much familiarity. These and other reports unfavorable to the pastor are current in this place. Today he dismissed the caretaker. Duparc believes it is the negress who should be dismissed for having raised a hand against (Philippe?) Marais and took up her master's loaded gun against him; and for having mistreated the caretaker's children. Duparc begs Salcedo to order that this poor man be continued in his work inasmuch as the people pay him and that the pastor no longer persecute him.

Duparc is asking the governor's permission to go down to the city; he asks Armesto to obtain it for him. Mr Laurant, who brings this, will take back what Armesto gives him. In his No. 57 Armesto will find some good but Duparc was silent on many things relative to this affair. For some years Father (Paul de) St. P(ier)re has conducted himself as roughly as a sailor. When Duparc found out the truth about the (Philippe?) Marais affair he did not wish to pursue it because of scandal, knowing the character of the pastor. It is true Marais was intoxicated on September 24 when he asked Duparc for a passport to Baton Rouge. Marais said he was going to see the pastor and about an hour later Duparc saw Marais staggering along with the pastor who was furious with the man. Duparc knows that all who go to the house in the pastor's absence, go to attack the negress; or so she makes him believe. She wanted to hit a drunken Irishman with an axe and she took up a gun against Marais who only wanted to talk to the pastor. The pastor took her to a sale at Bayou Sara which brought a laugh from the Americans present. Mrs. Siebert, a drunkard, created a disturbance at her home and the pastor ordered her to come to his house to be reprimanded. When she did not go he sent Duparc a sort of order to put her in prison. Duparc sends Marais' petition to Armesto; he would rather have the government decide it than he. The caretaker's story is a more odious case.

Dimas, when intoxicated, was very irritating; Rangel although he drank, was not. Matamoros heard that Rangel had the right of immunity. Dimas did not seem to be drunk when he arrived as he talked very clearly. Matamoros is 33.

Rangel appeared before Vidal. He is 25, single, a native of New Spain, Catholic, and a prisoner serving as an assistant in the Royal Hospital. He is held because of a contingency with a companion with whom he was taking a walk. They entered a tavern and Dimas got a bottle of liquor and they both drank. Rangel said they should go to the Hospital as they were late and the patrol might pick them up. Dimas said he could defend himself as he had bought a knife which he showed Rangel. When Rangel bent down to get a stone to defend himself, Dimas jumped upon him, leaping into the air and fell face downward and saying that Rangel had killed him without Rangel even touching him. Rangel took refuge in the church at the Charity Hospital. Rangel did not remember the name of the tavern keeper. He does not know why Dimas said he killed him. Everything in his statement is false. Asked why he abandoned Dimas without finding out what happened to him Rangel said he thought Dimas had wounded himself when he fell and would blame it on him. Rangel had had no disagreement with Dimas. He knows what a great crime it is to kill another but he has not done so. Rangel showed his paper of immunity and asked the lieutenant governor to have copies made and the original returned.

Hassett sends a decree given June 6 with a copy of the proclamation about the transfer so that they may express their intentions about remaining in the province or going to Spanish territory. They are to send him an inventory of the church in their care. (To) Father Patricio Mangan, Father Geronimo Blace, Father Fran(cis)co Len(n)an, Father Juan Maguire, Father Bernardo de Deva, Father Domingo Joaquin Solana, Father Juan Brady, Father Pedro de San Pedro, Father Miguel Bernardo Barriere, Father Luis Buhot, Father Patricio Lonergan, Father Diego Maxwell, Father Pedro Janin, Father L(?) Lusson, rural pastors.

Morales has turned over to the city treasurer, Juan Baut(is)ta Labatut, 3036 pesos, 1/2 real, the balance remaining in the strong box in Morales' charge as belonging to the Cathedral. Labatut received the keys in the presence of the commissioners, Josef Faurie, and Pedro Petit, after having counted the money and turned over the monthly account as ordered in Hassett's letter of December 7. By this letter Hassett ordered Morales to close the accounts as of November 30.
