He thanks God for the birth of an infanta who has been baptized Maria Isabel and for the continued good health of the queen mother. He calls on his civil officials in the Indies and in the Philippines as also the ecclesiastical superiors in the same regions to see to the publication of this decree so that all may help him to thank God for these favors.
