He asks Henriquez to reconsider the appointment.

He appeals to Felipe Joseph de Tres-Palacios, bishop of Havana, Cuba and to (Charles IV) King of Spain against removal from the chaplaincy of the second battalion. The removal is uncalled for because; he is assured of a cure for his leg; the King does not remove from service those who have not been absent over a month for sickness; he was able to visit Charity Hospital where the troops are being cared for until Father Francisco de Caldas, chaplain of the Royal Hospital took over his work, he has brought the sacraments to Antonio Cruzat, sub-lieutenant, to the cadet Vincent Borjes till his recovery as Ignacio Lovio will testify, as also to the first sergeant Juan Morales during his illness. Further, French must be preached in spite of the orders of the King, and the cases of Fathers Josef Maria Valdes and Simon de Fuentes prove that provisional chaplains cannot be removed anymore summarily than permanent chaplains.

Portillo says that he does not pronounce French well. Pronunciation is important as is shown by the ridicule excited in Lent by the sermons of Father Luis de Quintanilla, (O.M.Cap.) who was removed from Pointe Coupee, (Louisiana) to New Orleans in order to aid the French. Don Francisco Pascale de la Barze rector and first constable who does not speak Spanish declares that he understands Portillo's Spanish sermons perfectly and this is true of many like him.
