In virtue of a letter of Felipe Joseph de Tres Palacios, bishop of Havana, Cuba he commands Quinones to inform Father Joachim de Portillo, (O.M.Cap.), pastor of the Church of St. Louis, New Orleans and other ministers resident in the city thatg they are forbidden under penalty of suspension to correct anyone in public. Notes by Quinones state that he informed the following on the same day:

Father Bernardo de Deva, (O.M.Cap.), assistant pastor
Father Louis de Quintinilla, (O.M.Cap.), collector
Father Francisco de Caldes, (O.M.Cap.), chaplain of the Royal Hospital
Father Patricio Mangan, missionary
Father Patricio Walsh, chaplain of the second battalion of the permanent regiment of Louisiana.
Father Ubaldo Delgado, of the congregation of Observants, teacher of the Royal Schools.

In virtue of a letter of Felipe Joseph de Tres Palacios, bishop of Havana, (Cuba) he commands Quinones to inform Don Andres Almonester (y Roxas), Colonel in the Army and Royal Ensign of New Orleans that the privilege of being incensed in Charity Hospital is forbidden him. (A note by Quinones states that on the same day he notified Almonester concerning the foregoing decree).
