Penalver, Archbishop-elect of Guatemala, must go to occupy that see leaving in Louisiana someone satisfactory to take his place until the bulls are dispatched freeing him from it and the corresponding notice is given as stated in the royal decree of November 6, 1786. Since there is no chapter the governing reverts to the Metropolitan or in default to the nearest suffragan, or having equidistant ones, to the oldest according to the decree of June 13, 1799. His departure being near, and having confidence in the good qualities of his vicar-general, Father Thomas Hasset(t), senior canon, Penalver appoints Hassett as ruler of this diocese, under Penalver's orders while he remains and afterwards by himself until the event, above stated. Hassett may use any faculties Penalver possessed and can give him and also those delegated according to the bull by Pius VI in St. Mary Major on September 11, 1789. Penalver exhorts all his diocesans to take Hassett as the governor of the bishopric. father Isidro Quintero signs as the secretary.

Since Penalver on October 15 appointed Hasset governor of the bishopric, in case of death, inability, or sickness or absence from the city, Penalver appoints Father Patrick Walsh as auxiliary.

When the Archbishop of Buenos Aires, Sebastian Malvar, had been informed that the king had promoted him to the Archbishopric of Santiago he(?) proceeded to grant without waiting for the official decree(? the manuscript is torn here). Ant(oni)o Ventura de Taranco (acts as secretary).

Since Penalver arrived in this diocese on July 26 he has made visitations. He asks the king to appoint two canons with the title of assistants to the bishop so that they could act in his absence, sickness or death. He names Hasset as one canon as much because of his good life which Penalver has known for 14 years as for his services as pastor and foreign vicar in St. Augustine, Florida for many years. Penalver has the royal decree from Madrid, August 4, 1790 stating that if it concerns America, it is to be referred to the viceroys or presidents but as this province is not dependent on the Indies, Penalver applies directly and proposed Hasset as vicar-general since they have no ecclesiastical chapter ... In his letter of November 2, 1795, the bishop of Louisiana informed the king that he had appointed Hasset as his vicar-general and proposed that the jurisdiction of the diocese fall on him in case of his absence, there being no ecclesiastical chapter. In a conference held May 14, last year, it was declared that at the death of a bishop, whose church lacked a chapter ... (Ms. is torn) in case of a vacant see, the nearest suffragan or in case of equal distance, the older (would assume the government?).
