Hassett testifies that former Bishop Luis Penalver y Cardenas, now Archbishop of Guatemala, who founded this diocese by the royal decree of February 14, 1794 and who resigned on April 4, 1799 has served in (New Orleans) with zeal and energy, not only preaching, hearing confessions and in divine services but also carrying out various commissions with exactitude. In his ministry he has always conducted himself with honor as a good priest.
