Portillo in his letter of July 24, gave the reasons which made him think that the chaplains could not administer the parochial sacraments to troops when they are stationary(?). He was notified that his letter would be sent to the Bishop of Havana. In the meantime the decision was that Viaticum and Extreme Unction could be given to the officers and their wives and to those who do not go to the Royal Hospital(?).
