In conformity with the proposals made in the meeting last October 15 of the Tribunal of the Commisariat of the Crusade, in Bustos' charge, to discuss the resistance of some pastors of these dominions of the Indies to receiving the Summaries of the Papal Bull for distribution among their parishioners on the pretext that they were not sent to them through their prelate, not withstanding the order given in Chapter 12, Number 9 of the Instructions for this branch, which apply in the two Americas, the king has resolved that in those towns where for lack of persons in the confidence of the treasurers of the Crusade or for other just reasons which the subdelegates have for confiding the distribution of these Summaries to these pastors, they cannot excuse themselves from distributing them and collecting the alms, working in harmony with the subdelegates and treasurers so that the faithful may obtain all the benefits of this Holy Bull. The amounts collected are to be handed over to the royal coffers without unnecessary expense as explained in the aforementioned chapter of the Instruction. In order to carry out this resolution of the king, Bustos informs (Penalver) so that he may instruct his vicar general, pastors, and others concerned. (Penalver) is to inform Bustos of the receipt of this letter and of his intention to carry it out so that it may be brought to the attention of the king.

Pius VI, at the request of the king, has extended by a brief of August 28, 1795, the privilege whereby the faithful of the dominions of the king, in Spain as well as in the Indies, may eat meat on Sundays, Mondays, Tuesdays and Thursdays of all the weeks of Lent except the first and last, for another six years, which would begin to count from 1800-1801 or whenever the former grant runs out. The pope having charged him as Commissioner General of the Crusade, to carry this out and publish it in all His Majesty's dominions, Bustos has prepared the edict, of which he sends (Penalver) a copy, in which His Holiness makes clear his intentions in granting the privilege, the days it is to be enjoyed, the arrangement of the Summaries in four classes with their respective rates, and the disposal of the alms. A suitable portion of the edict is to be read at the principal Mass on the same day the Bull of the Holy Crusade is published so that those who wish to avail themselves of this indult may take the summary which corresponds to their state. The Edict is then to be posted in the churches and explained every year on opportune occasions, especially from January to the beginning of Lent. Bustos informs (Penalver) so that for the time of this indult he may refrain from using the faculties delegated in the Bulls called "Solitas" and that he may notify the pastors.

Pius VI, condescending to the pleas of the king, has extended by his brief of August 28, 1795, the Indult formerly conceded by the other brief of April 15, 1791, by which the faithful of the Indies may eat meat on the days of Lent specified, for six years, counting from 1800- 01, commissioning Bustos to explain this privilege, to fix the alms which the rich must give and to determine the prayers for the poor, to collect the alms as set forth in the Bull of the Crusade and to apply them in public necessities which merit the royal assent. Therefore Bustos decrees as follows: It is the intention of His Holiness that all the faithful, including the clergy, of the Dominions, by virtue of this indult, may eat meat on Sundays, Mondays, Tuesdays, and Thursdays of Lent for the six years following the completion of the former grant, except the first four days of Lent and all those of Holy Week, all keeping the form of fast except those dispensed by their confessors and doctors. This indult does not apply to those religious who fast always by vow. Those who wish to avail themselves, except the poor, must take the corresponding Summary, giving the alms according to their rank and condition as set forth at the bottom of this edict. The poor have only to recite one Pater and Ave for the intentions (listed in detail). (Also in this class are) Regulars of the Order of St. Francis; Indians including Caciques and mestizos (with some exceptions); all negroes; mulattos and mestizos (with some exceptions); and all day laborers. To use this indult all must observe the Bull of the Crusade, and the secular clergy not over 60 must observe the Bull regarding milk products. The alms contributed by the faithful in this indult are to be used for public needs and those who collect for the Bull are to collect for the Indult according to the instructions given by Bustos. (At the end of the edict the four classes are enumerated in detail with the amount of alms to be given by each class; the exceptions are also given.
