The undersigned ask (Penalver) to petition His Majesty for the
fulfillment of the following plans: They notice the increasing
necessity for an institution for the education of the younger
generation. They propose the founding of a school as follows:
1. The building will be erected outside the city but not too
distant to hinder the attendance of day pupils.
2. The sum of $40,000 is to be collected, selling 200 shares at
$200 each, to be paid one half in cash and the rest in six
month's time.
3. At the opening of the school six priests will be ready not
only to teach but to provide spiritual aid.
4. The amount of each share will be paid back at the request of
either the buyer or director at the rate of one-tenth each
year, beginning after the first two.
5. The course will be for six years. Latin, Spanish, French and
English will be taught.
6. Geography, history, pure and applied mathematics, navigation,
surveying, mechanical engineering, speculative philosophy,
experimental physics, rhetoric and belles letters will be
taught, with teachers of music, drawing and dancing also. The
Catholic religion will not be neglected.
7. Stockholders will be preferred in the admission of their
children or someone they recommend, limiting this to one for
each share.
8. Stockholders in this city will see Mr. Faury, the treasurer;
those in surrounding posts will see their local
representatives who will turn over the collections as soon as
possible.

Walsh begs the Bishop to order to give it the greatest solemnity. To this is added a copy of a note, dated Jan. 19, 1798, in which the Bishop orders the publication of the Bull Cruziada on Sunday Jan. 21 and invites all the New Orleans clergy to attend.

(Carroll) announced with pleasure the arrival of Father Diliet (Jean Dilhet), S.S., who will join Levadoux in the spring. He suggests that Levadoux give him charge of Riviere au Raisin and give Father (Gabriel) Richard the Vicariate of Detroit since he wishes to keep him near him. He has consented to Richard's going to Detroit, and he understands from Father (Jean) Rivet's letter that he will remove there in the spring. The obstacles to Richard's removal from the Illinois were the attachments to his parishioners, the great distance to Detroit and the expense of going there and the difficulty of transporting there his books and clothes. (Carroll) allows it only to assure the contentment of Levadoux for whom he has great affection. Otherwise he could easily give Levadoux another of the Sulpicians as he has now Father (Dilhet) and Father (Peter) Babade who is at Havana and will shortly come to Baltimore. There are other Sulpicians in Spain on the way. He approves of Levadoux's desire for a member of his own community as a companion. The rules of the Council of Trent on the question of marriage have been received in the former territory of the Diocese of Quebec, now administered by Levadoux and (Carroll's) decisions have kept this in mind. Benedict XIV ruled in the case of Holland that since the rules of Trent could not be enforced after her refection from Spain, that the effects of the tridentine decrees were not to be enforced in Holland. The regulation of Benedict XIV has become the law in those countries where the civil law has taken precedence over the ecclesiastical law. So, also, in france since the Revolution, and (Carroll) thinks also for those sections of the United States where the civil formerly recognized the discipline of the Council. He gives his decision in a case submitted binding a girl to her promise of marriage, made against the wish of her father, unless the estrangement will cause grave hardships. In the second case regarding the marriage of a man with a niece of a woman with whom he had sinned publicly, he leaves to Levadoux to judge of the danger of scandal from a dispensation, and to grant it if permissible. He sends this letter by the secretary of war.

William Seton died at New York June 9, 1798, at the age of 98. He was a native of Great Britain and had resided in America for over thirty years. From youth he was engaged in commerce, in which he acquired and maintained the fairest reputation. He was assiduous, yet generous, was free of vice, pride and ostentation, and was virtuous and a friend to mankind. Throughout his life he had sincerity of heart, dignity, manners, and liberality of mind. Alas, he is no more. The widow and orphans are without a patron. The children, an indulgent parent; the community, a respectable citizen. They will lament him forever.

He asks (Penalver) to receive testimony on the following points: He is a native of the parish of St. Luis, son of Santiago Nicolas and Maria Tereza Meilleur. Constanza Meilleur, a native of the above parish, is the daughter of Miguel Meilleur and Mariana Savino. His mother, and Miguel Meilleur, his fiancee's father are the children of Miguel Meilleur and Margarita Picu. His fiancee is very poor and her grandmother, Maria Crocceler, widow of Arnoldo Saramiac has kept her from an early age. Her mother is very poor and has four children, abandoned by her husband 14 years ago. Her stepfather was a singer in the parish church for 38 years. It is well known that they are engaged to be married and that he calls frequently at her house. Nicolas asks (Penalver) for a dispensation and to order the pastor to marry them. He also asks that a copy of their baptismal records be made.

As he proposed in his last letter when the inquiry was made about Father Paul of St. Peter, pastor of Ste. Genevieve, (Carroll) thinks they should communicate freely on affairs relating to the administration of their dioceses. For many years, the practise has been going on that priests appointed by (Carroll) have gone over to the other side of the Mississippi. He does not know who invites or receives them but he thinks they should inform each other in these cases; he has heard that Father (Leandre) Lusson has left Kaskaskias and is now at Florissant. This will set a bad example and deprive souls of spiritual aid. (Carroll) does not make it difficult for a priest to leave with just cause. There are rumors of the death of the Supreme Pontiff at Florence.
