Baker wrote this letter to Ellen Ryan Jolly because she wanted to know about a letter that Baker had written to Cavanaugh in 1918 regarding the question if there was legislation on its way concerning pensions for war nurses. Baker was at that time Secretary of War. Cavanaugh wanted to know what would happen to the nuns who worked as nurses during the civil war and for whom no records could be found. How they could prove that they actually had participated. Baker stated at that time that he would accept a statement of the Mother Superior as proof. He couldn't remember exactly what he had said and he hopes that the present Secretary of War Patrick J. Hurley would accept it, too. Ellen Ryan Jolly annotated the copy for Cavanaugh stating that Hurley got a copy of the letter.
