Frank Walker's work with Catholic charities included membership on the Committee of the Laity for the Archdiocese of New York and the chairmanship of a subcommittee formed to solicit contributions from the motion picture industry. Walker's records include correspondence, lists of donors and the amounts they contributed, minutes of meetings, and annual reports. Correspondents include John A. Coleman, the executive director of the Committee of the Laity, other committee members, and people who worked in the motion picture industry. Much of Walker's work involved contacting other movie companies and encouraging them to ask their employees for contributions. The contributions were then sent back to Walker who turned them over to the archdiocese. Most of the records in this series are letters concerning contributions and lists reporting the donors, their addresses, and the amount they have given.

These files include copies of speeches given by Walker along with transcripts of speeches given by his contemporaries. The subjects of Walker's speeches, following the interests and activities of his career, include political campaigns, the New Deal programs, the Post Office, World War II, the Catholic Church, and the University of Notre Dame. The speeches were delivered to political rallies and dinners, professional groups, gatherings he attended as Postmaster General, and fundraising events of all kinds. A few were broadcast over the radio. Copies of some of the speeches Walker gave as Postmaster General have been filed in the Post Office Series.

The speeches are filed in two ways; some have been grouped together by date and others have been filed separately and identified by topic or audience. Walker also collected copies of speeches given during the 1940s by others, primarily politicians, including Eleanor and Franklin Roosevelt, Harry Truman, James Farley, Harold Ickes, Henry Wallace, Cordell Hull, Fiorello LaGuardia, and Thomas Dewey. Other speeches by Franklin Roosevelt have been filed in the National Emergency Council Series.
