He goes on to say that this erroneous judgement was often based on the testimonies of of priests and pastors.

Higgins) Gordon has based his accusations on idle gossip and that all criticisms ought to be expressed with a degree of respect for one's adversary. The target of the U. S. Bishops' attack, says Zahn , is Schema 13 which would align the Catholic Church against the use of nuclear weapons. The Schema was supported by Cardinal Alfrink (The Netherlands) and a number of French Bishops. Zahn attacks Bishop Hannan and the "innocent looking loophole" argued for in the "confidential" petition submitted to the council by a group of Roman Catholic experts.
