SALT Negotiations in Vienna

The Strategic Arms Limitation Talks (SALT) were opened in the Hall of Mirrors of the Belvedere Palace in Vienna in a relaxed and friendly atmosphere. Both delegations have obviously come to Vienna, hoping to achieve positive results at the negotiations. As a good omen, not only the Austrian side but also the heads of the delegations, Ambassador Smith (USA) and Deputy Foreign Minister Semenov (USSR) were reminded of the conciliatory spirit of the Austrian State Treaty that was signed fifteen years ago at the same place. It had introduced the first phase of lessening tensions in the East-West conflict.

Addendum

[The designation “Strategic Arms” refers to intercontinental long-range missiles with nuclear warheads. The following SALT conferences alternated between Helsinki and Vienna. This way, they became the urgently needed standing institution for nuclear arms control.]
