In accordance with the royal dispatch of December 20, 1799, the Royal Vice-Patrons, Archbishops and Bishops of the Indies and Philippine Islands are not to charge to the Treasury the expenses of hospitality to prelates. If this has been done the sums must be replaced.

In a letter of September 15, 1795, the Council of the Metropolitan Church of Guatemala informed the king that the treasury had sent back the record of the fabrica for 1781 in which they repaid 1850 pesos, 2 reales, 11 maravedis they had credited to their account for expenses at the welcoming of their prelate (Archbishop) Cayetano Francos (y) de Monroy on pretext of the poverty of the church and lack of other means. Law 18 and the royal patents of May 23, 1779 and July 23, 1796 forbid the crediting of such expenses. In the future such expenses are to be paid from the revenues of their respective churches.
