to Bishop (Luis Penalver y Cardenas) In his letter of November 11 Juan Bautista de Elquezabal, the governor of Texas, told Garate: "Father Buenaventura de Castro, O.M.Cap., who came from Louisiana to this province and now resides here, asked permission of its prelates to go to the convent of Havana whose prefect and president of the missions of that colony sent a patent in his favor to the governor of that island. this official transferred it to the Viceroy of Mexico and that official to the Commandant General of these provinces who in an order of September 15(?) gave it to Elquezabal asking him to deliver it to de Castro and make the necessary clearance. This is in answer to Garate's letter of October 12." Garate sends it on to (Penalver) for his information concerning what he told him in his letter of October 12 in answer to (Penalver)'s letter of July 2.
