He covers the most territory and has produced an account that is the most lacking in depth and most consciously sensational in content and style." "J. C. Masterman played an important part in this operation and served as its official historian. His book is the report completed in 1945." Cookridge's book "combines the suspenseful narrative qualities of Farago with the professional expertise of Masterman and, in addition, it provides a rare mixture of detached analysis and evaluation with overtones of a strong dislike (perhaps not fully realized by the author himself) of all that Gehlen personified and the subtle but sinister threat that organizations like his present to international order and peace."

He states that there are compelling evidence that Pius XII did know of the encyclical under consideration, and that it did in fact serve as the model for "Summi Pontificatus." He believes that the newly "discovered" encyclical adds a new dimension to the problem. The differences between Pius XII and Pius XI (the former being more inclined to hold back from any public act which might have seemed to violate his policy of even-handed diplomacy) is probably why the encyclical was not released on schedule. Gordon believes that had it been released on schedule, indirectly and over the long run the encyclical would have made a difference in opposing racial discrimination earlier. But now, it's an opportunity lost.
