A 13-page typed article entitled "Conscientious Objection: The Limits to Authority." This is a duplicate copy of document 4568. ~ This article was written for publication in the MONTH as a tribute to Archbishop Roberts. Gordon writes about the important contributions Archbishop Roberts has made to the fuller understanding of the individual's right to set those limits as they relate to his own moral behavior. Roberts prefers instead to speak of "conscientious abstention" (rather than conscientious objection). There are some advantages to the term he proposes: abstention is a broader concept; it would include refusal to obey, intentional avoidance of voluntary participation, and even partial obedience. The basic lesson to be learned is that what is really required of the Christian is nothing less that conscientious action in all situations and under all circumstances.

An 11-page article entitled "On the Conventionality of Conventional War. " This is a duplicate copy of document 4640. ~ "Granted, there is a touch of the absurd in speaking of the present as the 'aftermath' of the war in Vietnam." Gordon suggests that we make certain that all loose ends are tied and its lessons made explicit before the books are closed and the whole tragic affair filed away in the archives. Issues remain to be solved. Amnesty is one, yet others are in danger of being overlooked or ignored and foremost among these in terms of importance and urgency is an honest and thorough moral assessment of the war according to the traditional standards and conditions set forth in the classic theological formulations of the so-called "just" war.

The coroner made remarks that the soldiers were murderers, and the bishop responded by saying that the soldiers killed in self-defense and defense of the civilian population. When asked if Catholic soldiers experienced moral dilemmas or questioned orders to kill, the bishop replied, "No, no, if every soldier questioned his orders, where would we get to?" "Religion and Politics" ~ Book review of "The Churches and Politics in Germany by Fredric Spotts for COMMONWEAL. ~ Gordon says that Spotts traces the history of church involvement in German political affairs. Gordon asserts that church involvement in politics is not always a bad thing and church leaders should use their influence to affect political outcomes and decisions to the advantage of the mission of the church. He warns that the manner in which the influence is exerted is crucial and the German experience is particularly instructive. Gordon says that a wall of separation cannot be built between church and politics, no clear boundaries can be drawn, and the church needs to assure due recognition of the moral dimensions of social and political issues without repeating the mistakes of the past.

Book review for THE NATIONAL CATHOLIC REPORTER of "The Churches and Politics in Germany" by Frederic Spotts. ~ Gordon says Spotts has achieved producing a well-balanced review and critical analysis of that part played by churches in modern German political history. James Johnson ~ Rutgers University, contributor to WORLDVIEW ~ "Modern-War Pacifism and the Just War Idea: A Response to Gordon Zahn" by Johnson, and "Rejoiner" by Zahn. ~ Johnson's written response to a previous article of Gordon's with Gordon's written reply to Johnson. A note from the editor of WORLDVIEW is attached asking Gordon to write a reply to Johnson so that they can both be published in WORLDVIEW. A short note from Gordon is attached as well, accompanying his reply. ~ Johnson disputes Zahn's claims, saying that the modern-war pacifist avoids responsibility for himself by his advance judgment that war today is immoral and removes himself from the political process where force is often necessary to produce or maintain right. He claims that Gordon shows misunderstanding of what is possible in regard to limiting war by just war constraints by misunderstanding the nature and scope of just war doctrine and the nature of international law on war. Gordon responds by maintaining that modern war and everything that accompanies it is incompatible with Christianity. He says that Johnson settles for too little if he can be satisfied with a fatalist acceptance of war as a fact of life with the mere hope that some of them can serve the ends of justice, order and peace. Gordon contends that all wars, by definition, are the antithesis of peace and create disorder and injustice. ~ Gordon's letter is dated 10/22

" ~ The dialogue is between Lane, Zahn, Lyons, Murray, Komonchak, Dougherty, Jennings, Durkin, Finn, Hehir, and Hamilton. Lyons brings up that "we are talking about the state going to war, not about military force as it is used in many other cases. Also, when you talk about the individual, that is simply conscientious objection. That is not what we call pacifism. We go along with conscientious objection on the part of the individual. We have got to talk about pacifism as meaning opposition to war as an activity of the state--the state going to war, not a person being drafted." Lane states "We agree that the state must always proceed morally, and we make no defense of the immoral judgments of the state. But, we must separate the judgment of particular issues from the principles, rights and duties of the state and of the obligations of citizens to this state.

Michael True ~ Contributor to COMMONWEAL ~ James O'Gara of COMMONWEAL sends a copy of Mike True's article to Gordon asking him to write a response to be published in COMMONWEAL. A copy of True's article is attached as is Gordon's response. ~ True's article is written in response to Gordon's article concerning the future of the Catholic Peace Movement. He compliments Gordon on numerous counts, but asks how he can recommend that members of the peace movement present themselves as loyal and committed members to the institutional Church which is racist, sexist, capitalist, and parochial. He says that Gordon's definition of Catholic is too narrow and he is counting out many members of the peace movement. Gordon responds that True's charges of the Church are accurate; however those who love the Church must work for changes in the institution from within, enduring some of its demands in the process. He asks where the Church would be if pacifists such as Dorothy Day and Thomas Merton has worked from outside the institutional Church. ~ 2/23--Gordon's response date

He says once these things are done, new policies and priorities must be promoted, and an assessment of the war must be made according to the just war conditions and principles as well as an assessment of the validity of these principles. He goes on to discuss the strengths and weaknesses of the Catholic peace movement for a number of pages and outlines the task for the peace movement as it moves into the post-Vietnam era. He details the progress that has been made over the years giving credit to a number of peace organizations.
- CZHN 4/05525 Letters : Tom Cornell, Bishop Dozier 1973-74
Correspondence concerning CPF's stance on abortion, the considerations, and a proposed statement by CPF on abortion. ~ 12/20/73--Bishop Dozier writes Tom in response to his letter concerning abortion. He basically says that he doesn't think you can be for peace and for abortion. 1/10/73--Tom writes Eileen Egan about the aboriton issue. He comments at length about the conception of abortion in the law, in the medical profession and in society. He makes an analogy between the Catholic disarmament campaign and its abortion campaign, and comments on Bishop Dozier's letter. FOR needs to establish a position on abortion and come out with a statement, however difficult it will be to come to agreement. 3/15--Tom writes to Al Hassler of FOR to thank him for his criticisms of the CPF proposed paper on abortion and says the tone of the statement is under reconsideration. 3/19--Tom writes Gordon about the abortion statement reiterating the general consensus that a line refering to reasons for why people get abotions is too harsh.

A 3-page typed "Addendum" prepared by Gordon Zahn in regards to James R. Jennings' memo (document 4592) on January 11, 1973 RE: Dialogue on Catholic Pacifism. ~ "Throughout her entire history, the Church has reserved her highest honors for those martyrs and saints who defied the power of princes and principalities by refusing to abandon their faith and obey commands they believed contrary to that faith." - CZHN 4/05619 Documents : Gordon Zahn 1973/0110
2 essays written by Gordon regarding conscientious objection and its relationship with Church doctrine--one is written in response to the "Memorial" dialogue written by General Lane and his committee and presented at the exchange of papers on Catholic pacifism. The other touched on the selective obedience principle. 2 letters are attached to Jim Finn and Jim Jennings discussing his viewpoints and his feeling that they will mean little to General Lane and his committee and other details. ~ "Response"--Gordon writes that the "Memorial" proceeds as if pacifism were condemned by the Church, and goes on to cite numerous occasions when it was accepted by members of the Church. He outlines the various Conscientious Objector positions, saying that all three need to be recognized as legitimate by the Church. He says the Memorial ignores the application of just war theory which implies it is incongruous with the teachings of the Church. "Addendum"-- Gordon explains and defends the selective obedience principle, applying it to instances in the Church that are not exclusive to war only.

An article in the COMMONWEAL on page 315 entitled "The Non-Encyclical." ~ "Would publication of an encyclical specifically condemning racism and anti-Semitism have accomplished anything?" "Nazi anti-Semitic practices would not have stopped," Zahn writes in the NCR, "but they may not have escalated to the stage of planned extermination. . . "
