A Gloomy Year’s End
Relations between East and West have reached a low point. All three negotiations in progress have been broken off: After the failure of the talks in Geneva on the INF (Intermediate-Range Nuclear Forces), also START (Strategic Arms Reduction Talks) have been cancelled, and consequently the MBFR (Mutual and Balanced Force Reduction) Conference in Vienna was dissolved.
