He notifies the Bishop:
(1) Of the arrival of Don Miguel at New Orleans on the 16th of October as he had already informed him in his letter of the 12th of last July. As his titles and documents are in perfect order, and his conduct is very good, Walsh asks permission to appoint him to one of the parishes of Louisiana.
(2) Being authorized by Bishop's official letter of the 16th of last September to appoint the French Capuchin, Father Fabian, to one of the vacant parishes, he in accordance with the governor appointed him to the parish of San Carlos of the Germans, seven leagues away from the capital.

(1) In reply to Walsh's letter of the 5th instant about Don Miguel Bernardo Barriere, in which Walsh says that he has found his qualifications, titles, documents in perfect order, the Bishop allows Walsh in concurrence with the governor to appoint him to the place where he may be most useful for Province. (2) The Bishop takes notice of Father Fabian's appointment to the Parish of San Carlos of the Germans.

Walsh notifies the Bishop:
(1) That he received the three official letters, two of the 17th of last November and the other one of the 18th of the same month, concerning the dispensation asked by Don Manuel Gayoso de Lenos (we don't know what kind of dispensation), the appointments of Father Barriere and Father Fabian, the latter appointment having already been made.
(2) Father Walsh asks approval for the assigning of three French immigrant nuns to the Ursuline convent of New Orleans. He will let the Bishop know what will come out about Colonel's dispensation, the case of Father Paul De St. Pierre and father Barriere's appointment.
(3) The Superior of the Ursuline Monastery in her letter of the 30th of last December mentioned the income of another ordinary confessor besides the four previous ones. But as this is a matter of Bishop's concern as fixed by his instructions on Nov. 15, he merely appointed occasionally an extraordinary confessor as allowed in those instructions.
He asks, in case he is to appoint another ordinary confessor, permission to appoint Father Portillo, very well known and admired among the religious.

Walsh notifies the Baron:
(1) That he informed the Bishop of the diocese about the arrival of Father Miguel Bernardo Barriere at New Orleans, and that his documents were in perfect order, and also about Father Fabian's appointment to the parish of San Carlos of the Germans according to the governor's approval. The Bishop replied as follows quoting the text of the letter above that since Walsh has examined Father Barriere's documents and titles, and found them in perfect order, Walsh may appoint him with the concurrence of the governor, and he recognizes Father Fabian's appointment. (2) Walsh asks the governor permission to appoint Barriere to the parish of Atakapas since its pastor, Father George Murphy, asked leave for one year in order he may go back home, and Father Pedro de Tamora, according to his letter the 17th of last December, cannot take it besides his own account of his many sicknesses and the great distance (20 leagues) between the two parishes. He thinks Father Miguel Barriere is the best man for that parish because of its size and it needs of spiritual aid. Copy of the original - Estevan de Quinones

In accordance with Bishop's authorization about Father Barriere's case, as contained in the letter of Jan. 5th, the Baron has no objection but rather urges Father Walsh to make the appointment, since it is a wise appointment and Father Barriere's character is very suitable for that region.

Quinones, Estevan de, Notary

Quinones testifies that he was ordered to set at the beginnings of all these documents a copy of Walsh's official communication sent to the Diocesan Bishop and the letter's reply; the official communication of Walsh sent to the governor general of the Province and his reply-documents concerning Father Barriere;s appointment to the parish of Attakapas as a provisional pastor. At the same time Father Barriere was ordered to appear in order to accept the position and swear. The document is signed by Walsh. To this is added the following note:
In the city of New Orleans, on the said day, month, and year, took place these formalities. Father Miguel Barriere appeared before the foreign Vicar and said he accepted the pastorship. Then before the Notary Public, according to the laws, he swore "in verbo sacerdotis tacto pectore" to fulfill faithfully his duties.
