Escobar of the Mexican Dragoons under the command of Jose(f) Rufiniaco has the obligation to marry Fran(cis)ca Antonio Diaz, native of the Canary Islands. His former captain Joaquin Romo gave his permission. Escobar asks (Penalver's) mediation with Rufiniaco.

In the two months Rufiniaco has been in command, Escobar has told him that he was engaged to Fran(cis)ca. The faculty of giving him permission is reserved to the colonel. Rufiniaco ordered Escobar to send a petition by the schooner Ardilla but since he did not do so until after the departure of the boat which was to take the Marquis to Veracruz, Rufiniaco is forced to believe that it is a mask he uses to hide his evil life which merits reprimand and punishment which Rufiniaco is going to use as a means of avoiding the continuation of this scandal until the colonel replies.
