Materials relating to the establishment of the Freedom Academy by the Freedom Commission Act of 1959 (H.R. 3880). Includes an official copy of the proposed bill in its entirety, two copies of Niemeyer's statement to the Internal Security Subcommittee of the Judiciary Committee of the United States Senate regarding the bill, 4 pages from the Congressional Record of the House of Herlong's speech introducing the bill, a 9-page "Summary of Educational Activities Within the Executive Branch of the Government," a typed draft of Niemeyer's address to the Senate committee with handwritten corrections, and a N.Y. Times article entitled "Revival of Faith Urged by Malik." Also included are numerous copies of a "Final Communique" from J. M. Bochenski and Niemeyer regarding the American edition of the Handbook on Communism (N.Y.: Praeger, 1962).

The topics include "Antidemocratic Movements," "Background of the Nazi Hegemony in Europe," "Interwar Development of Germany," "Government in Pre-Hitler Germany," "The Challenge to Democracy," "Conditions of Dictatorship," "Organization for Power: The Case of the Third Reich," "The Nazi Technique of Power," "The Chances of Resistance Against Nazi Power," and "General Conditions of National Socialism in Germany." There are also two pages of handwritten notes relating to the lecture topics.

Two typed papers (7 and 5 pages respectively) on the topic of Gothic architecture and art more generally, with special emphasis on drawing out the intellectual and religious underpinnings of this art from the writings of Abbot Suger (12th century France) and Dionysius the Areopagite. Neither of these papers appear to have been published. Also included are a short excerpt of Suger's writings as well as a short section of Dionysius' writings, along with an article from the Wall Street Journal (June 2, 1992) entitled "Medieval Art in All Its Glory."

A 47-page report (in German) containing German reviews of the Handbook on Communism . Also included are two newspaper articles: one is a review of the book from a German newspaper (in German), and the other is from the South Bend Tribune (May 11, 1959) describing the condemnation of the book by a Red party organ in the Soviet Union.

A copy of the May 1967 issue of Harper's magazine, the cover story of which is entitled "Notre Dame: Our First Great Catholic University?" by Peter Schrag. Also included is a brief 1-page response to the article from a Notre Dame publication written by Tom Henehan. In addition, there is a letter from Niemeyer to Schrag in which he politely objects to Schrag's labeling him a "Goldwater Republican," and a response from Schrag defending his wording.

There are two copies of the April 1974 issue, which contains an article by Niemeyer entitled "Ethics and Politics in Communism," the October 1977 issue containing another article by Niemeyer entitled "The Loss and Recovery of History," and three from 1979 containing articles by others.

Contains two related, unpublished studies (both 60 pages) on Nazi propaganda theories and methods. One is entitled "Nazi Theories on Propaganda Methods: Report Submitted to Operations Research Office" (with "for confidential use only" handwritten on title page and dated April 28, 1951), and the other is entitled "Commentary on Hitler's Theories on Propaganda." The latter is contained in its own labeled folder, and contains a table of contents and appendix. Also included are 10 pages of well-organized typed notes on Goebbels' Diaries and Hitler's Mein Kampf .

9 pages of handwritten notes and a collection of articles and reports dating from the middle to late 1960s relating to the history, culture, religion, and politics of India. The collected materials range from scholarly reports and articles (two by Robert Crane of Duke University) to more popular pamphlets on Indian dance and Hindu films.

Correspondence, documents, and handwritten notes regarding the 1972 Summer Seminar of the Indiana Consortium for International Programs in New Delhi, India. There is an interesting 2-page letter from Niemeyer to John Stabler containing his impressions from the trip to India, dozens of loose pages of handwritten notes, and a spiral-bound notebook (approx. 25 pages) containing chronologically-ordered handwritten notes on the lectures and events of the Seminar in India. Also included are a list of the names and affiliations of the seminar attendees, and a detailed 7-page schedule of events for the seminar.

N. Srinivas entitled "Changing Institutions and Values in Modern India," two articles in German on Indian culture and politics, and a collection of newspaper articles on India from the early 1970s.

Correspondence and other materials relating to the Instituto Panamericano De Estudios Politicos Summer Programs of 1990 and 1991 at Notre Dame. A list of program courses for the 1991 program is included, with Niemeyer offering a course entitled "The Understanding of Our Time" which includes readings from Camus, Voegelin, Lubac, and Loewith. There is also a letter from Niemeyer to Richard Allen dated Nov. 20, 1990 which describes the circumstances surrounding the formation of the Institute as well as its purposes. The remainder of the folder is occupied by travel receipts and correspondence relating to the transportation of various professors to Notre Dame for the Summer Program.

- CGNM 5/07 Folder : Japan 1970
Correspondence and other items relating to Niemeyer's lecturing trip to Japan and Korea in 1970. This trip constituted a "Seminar on Communist Block Affairs" sponsored by a grant from the Bureau of Educational and Cultural Affairs of the U.S. Department of State. This particular seminar was part of the Bureau's "Short Term American Grantees Program." In addition to various travel-related documents, there are typed lecture notes (5 pages each) for two of Niemeyer's lectures: "History in Philosophy and Ideology," and "The Function of Historical Materialism."

The March 1970 issue of Review: A Quarterly Journal for the Study of Communism and Communist Countries , a Japanese publication, consisting of a study on "The Soviet Young Generation." There is also a pamphlet on the "Japan and Asia" Lecture Series at Sophia University in Japan, as well as copies of the lecture notes for two of the lecturers participating in the series. Also included are one page of handwritten notes on the development of political science, and the text (2 pages) of a "Protest Statement" by Solzhenitsyn.

Included are many letters to and from American embassy officials in Japan and Korea, complete itineraries and schedules of events for Niemeyer's visit, dozens of articles from Japanese and Korean newspapers, postcards, and tourist pamphlets. There is also the 4-page text of a talk given by Niemeyer entitled "Whither Japan?" as well as 6 pages of typed lecture notes on Japanese politics, self-understanding, and culture.

This article was solicited by Modern Age as part of a symposium on the subject of "Christianity in Sight of the Third Millennium." Also included are two articles from the National Review (1985 and 1988) respectively entitled "True Christian Feminism" and "Whither the Modern World?" as well as an article from the Wall Street Journal (Sept. 26, 1988) entitled "Values Lessons Return to the Classrom."

A few typed pages evaluating two courses taught at the National War College during Niemeyer's time there (1958-1959). There is also a 2-page "Memo of Conversation" stamped "For Official Use Only" which describes a conversation between Niemeyer, a student at the college, and Dr. von Braun (Director of the Army Ballistic Missile Agency) entitled "Outer Space." Lastly, there is a copy of the text (22 pages) of a lecture by William F. Buckley, Jr. given at the National War College on Nov. 3, 1958. This lecture is entitled "The American Public and National Security Policy."

Included are 6 handwritten pages of notes by Niemeyer on a 1969 article regarding a New Left-inspired march in Baltimore, two issues of the Washington Report from 1970 containing analyses of the New Left in the U.S. and West Germany, an article by J. Edgar Hoover on the activities of the Students for a Democratic Society (SDS), and the text of a 1969 speech by Nixon entitled "Freedom: A Condition, and a Process."

Edgar Hoover's testimony before the House Appropriations Subcommittee in 1968. There is also a reprint of an article by Milorad M. Drachkovitch entitled "Radicalization and Fragmentation of the New Left."

Correspondence between Niemeyer and Makoto Iokibe (1970-72) regarding their plan to collaborate on a study of Nichiren and 13th century Japanese Buddhism. There is an 11-page paper by Iokibe entitled "Nichiren and Jien" which Iokibe sent to Niemeyer, and dozens of pages of Niemeyer's handwritten notes on the subject. It seems from a letter of March 18, 1972 that the collaborative project on Nichiren was never realized by Niemeyer and Iokibe.

One article reprinted from The Educational Forum entitled "Experiment at Oglethorpe: The Oglethorpe Idea" (1966), 4 information pamphlets on the University, 5 issues of The Oglethorpe Book with occasional post-it markers inserted, 4 copies of an article from the North Dekalb Record and Norcross News (June 8, 1950) containing a report on North Atlanta conducted by Oglethorpe students under Niemeyer's guidance, and an article from The Atlanta Journal on Niemeyer's involvement with the first citizenship conference for women at the Georgia State College for Women.

Extensive correspondence (often in excess of 4 pages) between James Rhodes and Tom Pangle on the subject of Strauss's thought and also its relationship to Voegelin, dating from 1989-90. This correspondence was relayed by Rhodes to Niemeyer. There is also a 37-page paper by Pangle entitled "On The Epistolary Dialogue Between Leo Strauss and Eric Voegelin," presented at the 1990 meeting of the Southwestern Social Science Association, which Pangle sent to Rhodes. Also included is an article from the May 23, 1986 National Review entitled "About That Doctrine" (the Reagan Doctrine) and an article from the May 13, 1986 Wall Street Journal entitled "Throwing Down the Neoconservative Gauntlet" by Tim Ferguson.

Costanzo entitled "St. Augustine: God, Man, and Society," and a 9-page paper by Voegelin (marked "To be revised") entitled "On Toynbee's Study of History." There is also an 8-page typed plan for a project entitled "The Intellectual Confrontation of Communism" with a description of the nature and method of the project, a list of personnel, a provisional list of the first series of conferences, and an estimate of basic costs for the project.

A published book review, a paper, and a collection of typed lectures by Willmoore Kendall from the late 1940s and early 1950s. The book review is entitled "The Function of Intelligence," reviewing Strategic Intelligence by Sherman Kent (Princeton, 1949); the paper (12 pages) is entitled "The Areopagitica Reconsidered;" and the lectures are from a Conference on Democratic Theory (The Foundation for American Studies, California) and comprise a 114-page draft manuscript of a work which was intended for eventual publication. There are also 4 pages of typed notes on a conference held at Niemeyer's home on May 15, 1956 which included Msgr. De Raemaker, Fr. Bohensky, Fr. Parry, and Dr. Hermens.

The 3 lectures are respectively entitled "Politics and Religion" (6 pages), "Religion and Politics" (3 pages), and "The New Left" (3 pages). The 10-page paper is untitled (it treats of Christianity and citizenship) and is marked by frequent corrections.

Of these latter 6 pages, 2 consist of a continuous mini-essay, while the other 4 consist of a series of connected notes on the topic.

6 sets of typed lecture notes, a few pages of handwritten notes, a reprint of an article by Niemeyer, and a reprint of an article by Kenneth Waltz. The lecture notes are concerned with various combinations of the related concepts of "nation," "state," "government," "power," and "political strategy;" one lecture is labeled "IADC," apparently given at the Inter-American Defense College. Niemeyer's article is entitled "The Balance-Sheet of the League Experiment" (International Organization VI.4, 1952), and Waltz's article is entitled "Force and the Balance of Power" (Journal of International Affairs XXI.2, 1967).

A 36-page report on the Princeton Inn Conference (attended by Niemeyer) of Dec. 14-16, 1951, written by George D. Stoddard of the University of Illinois. The topic of the conference was rather open-ended and informal, treating the general question of how to "formulate a definitive and compelling statement of the meaning of the American experience" (p. 2).

A collection of letters and correspondence dating from 1949-1959, as well as a folder of newspaper clippings from this period. Much of the correspondence relates to William F. Buckley's speeches at the National War College in 1956 and 1958, the latter of which was especially controversial according to Niemeyer. Also included is a letter to the New York Times by Niemeyer entitled "To Control Germany" (1949).

An 18-page, heavily corrected draft manuscript of Niemeyer's article "The Loss and Recovery of History" (Imprimis , Oct. 1977). There are also approximately 30 pages of handwritten notes and 10 pages of typed notes, most of which relate directly to the topic of the article.

Two corrected drafts (19 and 16 pages) of Niemeyer's lecture, entitled "The Recovery of the Sacred," given at the Intercollegiate Studies Institute's (ISI) 35th Anniversary celebration in November of 1988. Whether this manuscript has been published cannot be ascertained from the bibliography, since it was written around the same time as the bibliography was compiled. Also included are two loose pages from the Nov. 25, 1988 issue of National Review and 6 pages of handwritten notes relating to the ISI lecture.

A pamphlet for the 1981 "Simposio Interamericano" in Buenos Aires, at which Niemeyer gave a lecture entitled "Propiedad, principios religiosos y progreso." This is accompanied by 5 pages of typed notes on Latin America entitled "First Impressions of Latin America" which catalogue Niemeyer's observations from his visits to Chile and other South and Latin American countries. Also included are two copies of a 19-page manuscript (apparently unpublished) entitled "Structures, Revolutions and Christianity," which confronts manifestations of the "liberation theology" popular in Latin America. Another manuscript is included (12 pages) which is entitled "Eric Voegelin and American Conservatives," also apparently unpublished (at least with this title). Large amount of correspondence, reports, and notes relating to the development of an integrated social science course (economics, sociology, and politics) at Notre Dame in 1956. Included are numerous typed notes of meetings of the Social Science Committee (of which Niemeyer was a member) during the summer of 1956, numerous versions and portions of syllabi for the course, and a 7-page letter from Father Hesburgh to Father Sheedy (Dean of Arts and Letters) on June 10, 1956, detailing plans for improvement of the curriculum (including the social science course).

"A Selection of Stalin's Public Statements in the Postwar Period (1945-1951)" dated March 1952. The selection is 129 pages long, is organized chronologically by year, and includes a complete table of contents, although no editor is listed or source for the collection as a whole. Also included are the transcripts of two brief (1-page) interviews with Stalin in 1952 and the 3-page text of a speech by Stalin at the XIX Congress of the C.P. of the Soviet Union.

A collection of reports, correspondence, and membership lists relating to the Committee on Academic Progress (CAP) of the College of Arts and Letters from 1975. Niemeyer was the Chairman of the Committee at this time, and compiled the notes and reports of the CAP Steering Committee meetings in 1975. Also included is a copy of an article from the November 21, 1975 Observer describing the decline of the relevance of the CAP and its "elitist" reputation.

Two sets of lecture notes (both from 1967) and one 15-page typed manuscript with handwritten comments. One group of lecture notes consists of 6 pages on the topic of "Communist Ideology and the Communist Phenomenon" (Spring 1967), and the other of 4 pages on the topic of "Ideological Foundations of Communism" (Jan. 4, 1967). The manuscript is untitled and doesn't include the name of the author, and is on the topic of Communist ideology and precisely why it is wrong.

Over 2 dozen handwritten pages of notes (apparently dating from the late 1950s) on the concept of the "total critique." The notes treat of St. Augustine, Marx, Hegel, modern liberalism, and totalitarianism in relation to the idea of a "total critique" of society.

Correspondence and travel-related documents relating to Niemeyer's service as Public Member on the USIA (U.S. Information Agency) Foreign Service Inspection team to Turkey from My 17 through June 2, 1973. The visit culminated in a 6-page report by Niemeyer to the Director of the USIA submitted on August 1, 1973 including a "General View of the Turkish Situation" and a recommendation for a new position at USIS Ankara. Also included are numerous copies of this report and a few early typed drafts.

Documents relating to U.S. foreign policy during the mid-1950s. Included are two letters from Alfred B. Mason to Niemeyer in response to an article published in U.S. News and World Report entitled "1964: After Ten Years of Coexistence" with Niemeyer's response, a copy of Henry Kissinger's "American Policy and Preventive War" (12 pages) with two pages of handwritten notes, a 36-page essay by Frank R. Barnett entitled "Is Airpower 'Obsolescent'? An Essay on Fourth Dimensional Warfare," and two addresses (7 and 9 pages) by John Foster Dulles in 1953.

Also included are typed lecture notes (by Niemeyer and other instructors), exam questions, assigned paper topics, and a roster of students for the Notre Dame seminar.

A draft manuscript, including a general proposal and outline, of Barbara von der Heydt's study of Christianity and Soviet Communism before the fall of the Berlin Wall. This manuscript was sent to Niemeyer for suggestions and corrections in 1991. Also included is some correspondence between von der Heydt and Niemeyer relating to her manuscript. This work was published in 1993 by WM. B. Eerdmans Publishing under the title Candles Behind the Wall .

Also included is another copy of "The Roots of Soviet Communism" and 13 pages of organized lecture notes on Communism (Seoul 1968).

The second of these lectures is perhaps most relevant in the contemporary context, treating the "double-track character" (p. 8) of U.S. foreign policy since World War II.
