Charles IV, King of Spain He has examined before his council of the West Indies three requests made; one by the former prosecutor of the Royal Audience of Mexico, Don Manuel martin Merino, another by (Juan Ruiz de San Augustin, O.S.A.) bishop of Nueva Segovia, Philippine Islands, and the third by the Royal Audience of Manila, Philippine Islands. He has decided that those guilty of homicide not accidental or committed in self-defense should not enjoy immunity. (Endorsed by) Antonio Ventura de Taranco.
