Without doubt there is nothing of greater interest than the payment of interest and the retirement of the royal bonds issued for the defense of the monarchy. His Majesty has decided to apply certain excise taxes to this end, among them an augmenting by one fifth of the alms of the Bulls of the Holy Crusade for the Living and Dead and by half of those of Illustrious, Composition and Milk Foods. De Bustos is in charge for the term of 1802 and 1803. He believes the best way would be to distribute circulars to the pastors and assistants in order to announce this to the faithful. to avoid the heavy cost of sending copies of this edict, the printing is to be done in the bishoprics. (Penalver) is also to exhort the pastors and assistants to carry out the royal intentions. P.S. Since there is no Commissioner of the Crusades in the diocese (Penalver) is to commission the Prebendary of the Cabildo to appoint one who together with the royal treasurer will proceed to execute what is assigned to him by the enclosed circular to all the commissioners of the Crusades.
