Penalver writes on the same date to Father Pedro Zamora, (O.M.Cap.) the following: Penalver has seen Zamora's letter of January 21 in which he enclosed the original letter of (Grand-Pre), Lieutenant Governor of the posts on the Colorado River. Zamora does not have to wait for vestments and sacred vessels to go to (Avoyelles) Abolleles; there are enough in Opel(o)usas which he can use once or twice. the first parish will be in that place and will relieve the Opel(o)usas parish of that charge. Zamora is to go to Avoyelles to administer the Sacraments of Penance and Holy Eucharist for the coming Lent. After erecting the parish there, even without a church, all materials will be sent so that it can help itself without hardship to the inhabitants or demands from Opel(o)usas. In this way Penalver answers Grand-Pre's letter of January 19. He asks Grand-Pre to help Zamora in his Christian purposes.

Penalver has received a decree dated at San Lorenzo on October 2, 1796, in which the king relieves Fathers Thomas Hasset(t) and Fran(cis)co Perez Guerrero, canons of the (New Orleans) Cathedral, from the payment of the annats of the half year because of their very small revenue. Seniority goes to Hassett because he was appointed first. The royal decree orders Penalver to keep the original in the archives, to notify the parties interested and to relieve them of their obligation. Father Isidro Quintero certifies as Pro-Secretary.

In a letter of August 21, 1795, Guerrero reported that having
arrived in New Orleans on August 16, he was given the first place
on the 20th because his companion had not arrived. Having signed
the bond for the half annats, he found it impossible to pay because
of his small grant of 50 pesos a month. Therefore it was asked
that he be exempt from the payment and that the endowment be
increased. In a letter of October 20, 1795, Hassett reported that
Guerrero having obtained the prebend by the resignation of Father
Manuel Gomez Aguirre first named to it, endeavored to be preferred
in seniority, notwithstanding that the date of (Hassett)'s royal
decree was August 14 and that of Guerrero was November 24, both of

1794. Hassett believes that the seniority is his. After
consultation on June 8, 1796 the king decided to relieve the canons
of the payment of the half annats and declared that seniority goes
to Hassett.

On July 10 of last year, Penalver, in answering Despuig's letter of March 22 of the same year, offered to see that Antonio Argote should fulfill his promise of returning to Spain to rejoin his wife, Maria del Carmen Domine. Penalver asked the Governor to send Argote away. Argote made excuses such as pending affairs and the war with Great Britain, so Penalver had to report this to the Royal and Supreme Council of the Indies so that Law 14, Title 7, Book 1 of the Digest be enforced and Argote be withdrawn. Argote became, in this place where sectarians are tolerated, a free thinker, and his example is harmful for other Spaniards here; in that city where all are Catholics, he can go back to the principles of his education. This is what Penalver said to HIs Majesty on the 20th of this month sending him copies of all the correspondence up to the 10th.

The census of St. Bernard's parish, New Galvez, gives a total of 315 men, 228 women, a grand total of 543. The population has increased by 51 over last year. 197 persons have made their Easter duty. There is no permanent income; incidental income amounted to 28 pesos. The church is not yet furnished; more solid doors are needed, a purple cope is needed and the ciborium and case for Holy Viaticum need replating. The only funds for these expenses are the offerings given with the stipulation that they be used for the sanctuary lamp and candles for the Exposition on the third Sunday of the month. This church would be quite well taken care of if these alms were added to such income as he talked to Penalver about on a previous occasion.

Penalver having received reliable information against Pedro Gibaud and his immoderate use of liquor, had arranged, by a letter of August 28, 1796 for his Vicar-General in the Illinois country, Father James Maxwell) Diego Maxcibel to admonish him in a visit to this parish. The complaints having been repeated, Penalver ordered Maxcibel by a letter of September 15 to start an investigation. The opinion is that Gibaud also uses liquor before he celebrates Mass and sometimes does not celebrate Mass on feast days because his head is muddled, neither does he explain doctrine, as Father Junispero Berthiaume, O.F.M., and Juan Peltiel, who have just arrived from there, and others can tell. This is certified by Father Isidro Quintero as pro-secretary.

(Carroll) acknowledges with pleasure (Levadoux's) letters of Mar. 1 and April 24 and with the latter the bill of exchange on Mr. Bell of Philadelphia for $200, which he has given to Father (Leonard Neale). (Carroll) thanks (Levadoux) for the exactness with which he has carried out his duties and taken care of the affairs of the church in those distant parts. Since he feels that he cannot take care of Vincennes and the Illinois country (Carroll) intends to pout Father (Jean) Rivet in charge and let him establish himself at Vincennes or at Prairie (De Rocher) when Father (Gabriel) Richard leaves there to aid (Levadoux). Since Rivet does not know sufficient English for Prairie, he intends to have Father Leandre Lussonc, formerly at Fort Louis in Santo Domingo who had been active near Baltimore for over a year, to replace Father Richard. (Carroll) could give him a helper but a letter from Richard disturbs him. The letter treats of Father (Paul de Saint Pierre whom the habitants of Kaskaskia have elected their pastor without right to do so. Some evil persons in the congregation have suggested this. (Carroll) thinks that their pretentions should not be granted. St. Pierre has been summoned by his Bishop to go to New Orleans, Richard thinks that his obedience to his bishops gives St. Pierre justification. However, (Carroll) will be relieved of a cause of anxiety by his departure. St. Pierre has taken himself to (St. Genevieve). If his is condemned, there will be sufficient reason to refuse him to Kaskaskia, but it is important to let the habitants know that they do not have the right to nominate their own pastor. He sees in their action a move against the zeal of (Levadoux) and Richard. (Carroll) approves of the eulogy (Levadoux) gave concerning the recent president (George Washington), and his giving copies of it to the officers who asked for it. (Levadoux) as vicar general did not have to wait for (Carroll's approval. If he had come across it by accident he might have printed it but to do so now would seem an affectation. However, he will render an account of it to the Secretary of War and possibly to President Washington himself. Father (John) Cheverus whom Carroll had destined for Riviere au Raisin met with so much opposition on the part of Father Francis Matignon who demanded his retention that Carroll found it impossible to move him. Carroll is looking around for another priest who knows French and English and will probably have him ready when the bill of exchange on R. Bell is due. Carroll had talked with the Secretary of War and given him (Levadoux's) information on Michilimakinac, especially on the importance of keeping the friendship of the savages by supplying them with a Catholic priest. Congress is so jealous of the powers of the secretary that it will not provide the money to pay the costs of a missionary at the post. It is possible that something can be done through Mr. Rivardi who has been named commandant, but (Carroll) does not have much hope. If Rivardi is still at Detroit with his wife (Levadoux) is to tell him to urge the necessity of a missionary in his letters to the Secretary of War. Father Richard, in his letters of Mar. 23 and April 2, did not mention the marriage case that (Nicholas) Jarrott had detailed to (Levadoux) and hence (Carroll) thinks the case has subsided. (Levadoux) has never acknowledged the letters (Carroll) has sent by way of Fort Pitt and he wonders if he had received them. He is impatient to see a regular courier established between Philadelphia and Detroit. A large package which Carroll wrote to (Levadoux) in September of last year came to Richard who can give it to (Levadoux) if a successor comes to replace him. (Carroll) has noted with satisfaction the number of paschal communions which (Levadoux) had given by the time he wrote. He has the same marriage problem as (Levadoux), especially of those who marry again without moral certainty of the death of their spouses. They should be made to separate or be excluded from the sacraments. In Quebec they are interdicted from entering the churches but that can be left to (Levadoux's) prudence. Some theologians allow some exceptions but he prefers the above practice. Before receiving (Levadoux's) letter, (Carroll) had always believed that the discipline of the Council of Trent had been admitted into the Diocese of Quebec but if it has not been, (Levadoux) should regard marriages before the judge as valid but sacrilegious and that for the respectability they should go before a priest. One thing however, he asks (Levadoux) to not relax. He should require public penitence before the congregation of those who get married before a heretical preacher or before a judge without absolute necessity. (letter apparently incomplete)

Too many have failed to make their Easter duty; their names are attached (no enclosure). The church has a permanent income of 50 pesos and for this year 21 pesos, 4 reales in incidental fees. The church needs vestments, the ones there are much worn. Guillermo Panton and his dependents up to 80, included among the Protestants, are British subjects permitted by His Majesty for commerce with the Indies.

The zeal expressed in the letter of the 16th of the month is laudable. Branciforte has given his permission in a decree of yesterday, for a public collection in the whole district of his viceroyship by those subjects selected by the chapter. Therefore today Branciforte has sent his letter of recommendation to the Royal Tribunals of the Consulate and Ministry as requested and also sent one to the King so that the request may be placed before the Apostolic See."
Does Penalver know that their fellow countryman was beatified by Pope Urban VIII in 1727 and that the bull left the judgment open so that canonization can be promoted at any time? It will be hard to find in another Blessed, one so venerated, since besides being the principal patron of this city, he has a public church, that of the Capuchines and an Office and Mass of the first class. All this and the universal joy the canonization would bring in America will move Penalver to give his permission to collect alms in his diocese. This will be facilitated by Penalver's recommendation to the pastors of those commissioned by the Chapter. They also ask that Penalver notify the king so that he may add his petition to the Holy See.

However, if they wish to commission someone, Penalver will united his plea with the other diocesans. As a native of the Indies and as one of its bishops, he glories in their zeal.

Penalver has been informed that the pastor of Our Lady of Carmel, newly established on the Colorado River, Father John Maguire, has left the post of Avoyelles where the Lieutenant Governor Carlos (Gran Pre) Grampred had arranged a room suitable for Mass and has gone to Boyou de los Bueyes where there are very few inhabitants. He cannot exercise his ministry because he left the vestments behind, taking with him two consecrated Hosts, as told by Fray Junipero Bertiaume, Franciscan lay brother, who just arrived from there with Juan Pelletier, a young Frenchman. This must be investigated and so Penalver orders Fray Junipero and Pelletier to appear and declare. Father Isidro Quintero certifies as secretary and adds in notes that he notified Bertiaume and Pelletier of the decree.

Fray Junipero Bertiaume, Franciscan Recollect lay brother, appeared and swore that he was sacristan in the Church of Our Lady of Carmel with Father John Maguire who said two Masses there, the last one on August 6 at which nine boys and one man received Communion. Two Hosts being left, Bertiaume advised Maguire to consume them because there was no tabernacle but Maguire placed Them in a small ciborium and took Them with him when he left for Mr. Turnier's house. The next day he took some of his things, among them vestments, to the home of Mr. (Clark?) Clak and on Tuesday, the eighth, he performed two marriages in the house of Juan Bau(tis)ta Mayaud and then he left saying that he had written to (Penalver) that it seemed better to remain at Bayio de los Bueyes. Bertiaume said that Juan Peletiel also saw the Hosts lying there. (Penalver) signs with his flourish and Bertiaume signs as Fray Juniper Berthiaume, Recollect, (O.F.M.).

marriage about which Didier spoke it can be renewed after
publication on next Sunday, being sure that no impediment exists

the blasphemer of Fleurissant. He thinks it would be proper to go

Maxwell reproaches Didier for not letting him know about the
receipt of his bear; he hopes it arrived safely as he put it in
care of the master of Mr. Mesnard's barge which went up with
flour for the king and with a letter for Didier. They say that
flour is selling cheap in St. Louis and he asks Didier to send him
400 pounds by the first good opportunity. He wants the local flour
and not that which comes up the Mississippi. In his last letter
Maxwell had asked Didier to supply Zenon with news of the condition
of his church after the opinion of the engineers; he repeats his
request.

the epidemic might have made him take a trip, however he thought

commandants at Didier's post ought to make the brooks run with wine
(?); Maxwell is jealous of all the pleasures Didier will have
during their stay in St. Louis. They say that Father (Paul de)
St. Pierre is going up to the Illinois to take possession of his
parish at St. Genevieve, as he says; he wrote to Luziere and
Vital on the subject in June saying that he thought he would
arrive before Loisel and that he thought Maxwell was at St. Louis
at the time he was writing but Maxwell believes that he has
anticipated the intentions of the bishop so Didier is not to be
worried as Maxwell knows that this will be the subject of
conversation of the commandants. Didier will see how things go in
time but he is not to talk of what Maxwell has written.

Since the death of Father Jose Villaprovedo, (O.M.Cap.),
pastor of New Galvez, on September 19, Peleagonzalo has been
serving that parish until someone else could be found. No one else
being found, and Peleagonzalo being very suitable for these Spanish
parishioners, Penalver proposed him in a letter of the 7th to
Manuel Gayoso, Brigadier of the Royal Army, Governor of the
province and Vice Patron, who replied in his letter of the 16th,
which is found below with a copy of the other, that the nomination
should be sent to the Intendant so that it may be registered.

chaplain of the Third Battalion of the regiment of Louisiana in
Pensacola, it is not necessary to have an assistant pastor in that
parish although Blace had been appointed but had not arrived at his
destination because his duties as one of the assistants at the
Cathedral had prevented him. Blace is named as pastor of St.
Charles of the First German Coast and Besanson will succeed to the
assistantship held provisionally by Blace. Penalver orders that a
letter be sent to the Vice Patron asking that the nomination be
duly sent. Father Isidro Quintero certifies this.

Two priests have arrived, one of whom is to go as chaplain of
the Third Battalion at Pensacola. This relieves the necessity for
priests and Blace, appointed as assistant of that parish although
he had not yet gone there can be assigned for something more
urgent. In the parish of St. Charles of the First German Coast,
they are displeased with Besanson; they regard him as a good priest
but of gloomy character; he also would like to go to some other
place and Blace would fit in that parish as Besanson would fit in
one of the assistantships. Therefore if Gayoso consents, their
nominations are to be sent. A note by Quintero adds that this is
a copy of the letter sent.

necessary to administer this parish, charges him with all its
obligations and declares him entitled to collect its various fees.
